This article highlights four key trends in the process of the Fourth Industrial Revolution, affecting the long-term socio-economic development of society, taking into account their leading role in shaping policy responses: accelerated technological development, expansion of global ties, a shift in business activity and population aging. The leading technologies of the Fourth Industrial Revolution are described as drivers of economic growth and development in the XXI century; opportunities and challenges are highlighted and justified: an overall increase in the quality and standard of living of a society or a loss of competitive national advantages, an increase in unemployment and inequality both within and between countries. The analysis showed that insufficient attention is paid to an integrated approach in assessing, respectively, in strategic solutions to the global problems of modern society. Proposals have been put forward to improve economic policy in order to unlock the potential of key technologies.

ASSESSMENT OF THE TERRITORYS COMPETITIVENESS BY ENVIRONMENTAL PERFORMANCE INDEX

Assessment of the competitiveness of the territory is always relevant for any state. The index of environmental performance (EPI) is widespread in the world. The paper considers the data of the top-10 countries and Russia. The task of EPI is to quantify the results of policing policies on pollution control and natural resource management. However, EPI data contain incomparable indicators of environmental sustainability and efficiency of countries, which excludes the possibility of assessing the dynamics of development of states. To assess the economic development of the Russian Federation, it is necessary to take into account the level of social and environmental indicators. The environmental performance index is a topic for further research.

The subject of this article is one of the key factors determining the system of property relations, the effectiveness of economic reforms in the country, in General the definition of cadastral value, the criteria for this assessment. The proposals outlined by the author to eliminate the problems of imposing the boundaries of land plots, to resolve the difficulties that lie in wait for the state registration of land plots, to eliminate inconsistencies of information data specified in Rosreestr, will contribute to the effectiveness of pre-trial and judicial dispute resolution. In addition, the procedure of improving the system of criteria for cadastral valuation, namely the attraction to personal responsibility of the heads of state appraisers, also expand the scope of the electronic Protocol smart contracts.

EXTERNAL ECONOMIC AGENDA OF THE EURASIAN ECONOMIC UNION: NEW OPPORTUNITIES AND PROSPECTS

The article highlights the main issues of the EAEU international engagement increase considering the existing prerequisites and opportunities for deepening cooperation not only of the integration core within the EAEU, but also expanding the network of foreign economic relations that have recently become more and more relevant in the integration agenda. Based on the official information of the negotiation tracks status, we can notice a rather extensive geography of the actual and potential interaction of the EAEU in the Asian, European and Middle East directions. Special emphasis in the chapter is paid on the EAEU-Vietnam FTA signed in 2015 and also negotiations with the Republic of Serbia launched in 2016 on the subject of trade regime unification and creation of free trade zone that have recently entered into an active phase, as well as intensive cooperation of the EAEU countries with China in the framework of trade and economic cooperation agreement signed in 2018 and Chinese concept of the Silk Road Economic Belt. Particular attention in the article is given to the prospects of energy cooperation of the EAEU both at the regional level and on the external circuit of integration.

Brain drain is a threat not only to economic but also to national security for any country in the world. The massive outflow of scientific personnel at the end of the last century led to a significant decrease in the intellectual potential of Russia, which immediately affected on the loss of the leading positions that the Soviet Union held in the world in indicators of innovation activity. The article analyzes the main causes and consequences of brain drain for the Russian economy, proposes measures to reduce, and in the future to prevent the departure of scientists and talented young people abroad.

The article considers and systematizes the approaches used in the scientific literature in determining the concept of economic potential, reviews the definitions formulated by scientists-economists on the basis of certain approaches. The analysis of definitions showed that depending on the chosen approach, the definition of the concept of eco-nomic potential more or less reflects its essence. Based on the studied material, the authors offer their definition of the economic potential of the enterprise, as well as a model of its formation, taking into account the impact of external and internal environment factors and allowing to build indicators characterizing the economic potential of different levels.

The authors propose to reflect the invoice in the purchase book for VAT refund from the budget. The article also analyzes the differences between accounting and tax accounting for import operations. EMPIRICAL STUDIES OF THE ACTIVITIES OF NON-GOVERNMENTAL ORGANIZATIONS IN THE SOCIO-CULTURAL SECTOR OF KYRGYZSTAN

This article discusses the peculiar results of an empirical study of the activities of non-governmental organizations in modern conditions. In Kyrgyzstan, as in other post-Soviet states, one of the main strategies of democratization policies introduced by the international donor community was to create a strong civil society that spreads democratic ideas among the population and controls the governments actions (and, if necessary, opposes it). To what extent has the goal of this project been achieved and has civil society become an effective part of the country's social system? The focus of this article is the Western liberal democratic model of civil society, which the external donor community in Central Asia has introduced as an important component of its democratization policy in the region. In accordance with this model, the concept of civil society in Kyrgyzstan was directly associated with democracy, which should be built in the country. External actors proceeded from the fact that the formation and revitalization of civil society will contribute to the development of democracy. In particular, it was believed that NGOs, as a component of civil society, would promote democratic reforms and promote government liberalization by raising public awareness of government actions, monitoring the implementation of national and international human rights provisions, introducing principles of democratic governance and by fighting with abuse of power by the authorities and corruption.

ON THE RELEVANCE OF STATE SUPPORT FOR SMALL AND MEDIUM BUSINESS

In scientific work, small and medium-sized businesses are considered from the point of view of the basic component of a market economy. The process of development of small and medium-sized enterprises requires regulation by the state in connection with its features. The article analyzes the forms and methods of supporting small and medium-sized businesses in different countries, reveals positive experience. In the Russian Federation, the regulatory and organizational foundations of state support for small and medium sized enterprises have been formed. The role of the Government Commission on Competition and Entrepreneurship Development is identified. The Ministry of Economic Development implements state financial, organizational, informational support for small and medium-sized businesses. At the present stage, the SME Corporation acts as an institution of development in this area.

Understanding how the labour market and training systems are structured at the national level is important because work individual careers are contextually embedded in these two systems. In this article, the author analyzed the problem of diverging understanding of the terms corruption, anti-corruption control and economic security. In conditions of monopolization and oligopolization of the economy at the local level (within the municipality) or within the whole region, the identification of corruption facts is necessary to prevent property losses and social tension. Inaction in regional anti-corruption control can affect the economic status of socially significant areas (health, education, housing and communal services), as well as the political and economic situation of the entire region. The article analyzes SMEs and their importance at the world level and particularly in the EU, Russia, and Serbia. In the introductory part, there are discussed the basic definitions and different ways of classifying SMEs, the importance of classifying SMEs and dividing SMEs according to the purpose of their emergence and existence. The world SME sector section discusses the position and importance of SMEs in different areas, depending on the development level of the country in which they are established and in which they operate. As a separate group, a group of micro-enterprises, startups, was singled out. Chapter 3 discusses the impact of SMEs on EU employment, and the dynamics of SME development in the EU. Chapter 4 discusses the level of development, number and structure of SMEs in Russia and their impact on employment. Particularly prominent are the growth of the micro-enterprise number and the decline in the number of small- and medium-sized companies. With Serbia, the largest growth in the number of enterprises was observed in the group of small enterprises, and the smaller growth was in micro- and medium-sized enterprises. The smallest growth was recorded in the group of large enterprises as shown in chapter 5. The same chapter analyzed the number of business entities by size and the average number of employees per company in different branches of industry. At the end of the paper, in the chapter Conclusions, the main results of the research are presented and the ways of economic development of a country are pointed out. The work can be useful to those who are involved in the SME business or analyze it.

DISCOVERING THE DIFFERENCES IN BUYING BEHAVIORS OF YOUNG ADULTS AMONG THE IMPULSIVITY CONSCIOUSNESS SCALE

The logic of buying is not completely understood nor summarized yet (Platz Veres, 2014), as it involves numerous factors. The authors suppose that the ways consumer react to the external factors correlate with their impulsivity, so as with their quality of consciousness. This study focuses on the differences among young consumers. Based on a quantitative analysis the consumers position on the scale of impulsivity vs consciousness predicts differences, which can be partially forecasted based on their demographic attributes such as gender and level of education. The variability in the buying situations outcomes, due to the consumers position on the impulsivity consciousness spectrum, reports a feedback on the applied marketings efficiency.

HOW AGE AND WORK EXPERIENCE AFFECT EXPECTED PERFORMANCE OF NEW VENTURES? EVIDENCE FROM EDP-SURVEYED COMPANIES

The essential role of entrepreneurship for economic growth and prosperity determines a sus-tained effort by researchers, practitioners and decision-makers in identifying, promoting and enhancing its effects on the economy and society. Through various means of support, by capitalizing on those determinants favourable to the entrepreneurial initiative, all these actions consider not only the quantitative increase of the number of entrepreneurs, but, in particular, a critical mass of successful entrepreneurs, able to stimulate and accelerate the development of a significant number of innovative, high growth projects, with a significant impact on the market. In this paper, using the results of a survey applied to a considerable number of start-ups around the world made available by Entrepreneurship Database Program (EDP), we analysed the association between the expected profit margin and the founder's age, and respectively, cumulative work experience. We found that expectations of reaching a certain profit margin are not strongly dependent on the age or work experience of start-up's founder, which leads us to conclude, in accordance to other studies in the field, that the aim of accelerated growth is not necessarily linked to the youth and limited experience of high growth-focused entrepreneurs.

abstract

The settlement structure in the Slovak Republic is very fragmented, leading to a big number of municipalities, from which the majority are small municipalities with a low number of inhabitants. Regardless the size, each municipality in the Slovak Republic has the same competences and thus also the same duties to fulfil. Legislative framework in the field of eGovernment and provision of electronic Services gave an obligation to provide services by electronic means to all municipalities. Limited resources, especially in small municipalities, overall wide and complex set of duties and the need to manage modern methods and legislative obligations naturally lead to the use of online based solutions. The article is oriented on the analysis of the Municipality Data Centre, as one of the major online based electronic solutions used by municipalities in the Slovak Republic for provision of municipal services within their original competences.

The key tasks in the development of the Arctic zone of the Russian Federation are the tasks of environmental support for the extraction, transportation and processing of minerals. In Russia, it is necessary to create conditions for the development of domestic developments in the field of protection of the Arctic environment. The authors propose a mechanism to stimulate small innovative business in the field of environ-mentally friendly technologies. For this purpose, it is necessary to create support zones of economic development of the territory in the urban administrative centers of the Arctic regions. Where an important place is given to innovation clusters of small enterprises. The main tasks of these enterprises will be the development of the Arctic zone of the Russian Federation. Small innovative business plays an important role here, ensuring environmental safety of the territory development projects in cooperation with producers of unique innovative equipment and head design institutes of resource companies, leading players of the Arctic zone.

The article presents results of research of sustainable development of Bulgaria. The study period was 20062016 and the data was obtained by the National Statistical Institute of Bulgaria. The most adequate models of development were identified for 17 key indicators for monitoring of the sustainable devel-opment in Bulgaria and the direction of their development was defined.

Financial strategy involves collecting funds according to the business strategy demands and its usage with the aim of company value maximization. The consistency between the financial and business strategies is an important condition for the creation and maintenance of companys competitive advantage in the market. There is a wide spectrum of factors influencing the financing structure and the business strategy choice at the same time. The financing structure also affects the profit and risk, financing flexibility, development strategy of the company as well as the value of the complete company through them. Flexible financial strategy is necessary in contemporary business conditions, which provides companys adaptability to the changes in the dynamic environment, with minimum costs and high competitiveness maintenance.

Disruptive technologies have changed the way humans interact with each other or with technical artefacts, and the way they behave within organizations and societies. The discipline of Resilience Engineering aims to deal with this aspect and make current and modern socio- technical systems - or even societies - able to sustain operations under expected, or unexpected, criticalities. A STUDY OF THE PROSPECT OF MARKETING OF INDIAN TEA EXPORTS: A COMPARATIVE STUDY

Indian tea is among the finest in the world owing to strong geographical indications, heavy investments in tea processing units, continuous innovation, augmented product mix and strategic market expansion. The main tea-growing regions are in Northeast India (including Assam) and in north Bengal (Darjeeling district and the Dooars region). Tea is also grown on a large scale in the Nilgiris in south India. India is one of the worlds largest consumers of tea, with about three-fourths of the countrys total produce consumed locally. Indian tea exports are facing uncertainty from two of its major markets in Iran and UK. The UK is flooded with cheaper grade tea from Kenya which is spoiling Indians chances there. Similarly India is facing a problem in the payment mechanism with Iran as the country with Iran as the country wants tea trade to be conducted in dollars instead of rupees. The study has to evaluate Indias tea export trends and examines the underlying factors and to discuss the prospects of Indias tea exports comparison is made with the other major exporting countries.

The aim of this work is to analyze the convergence and divergence, as well as the analysis of economic development of the Eastern regions of the Russian Federation with the help of five main macroeconomic indicators: unemployment, GDP per capita, investment per capita, the number of innovative firms in the region per 1 million inhabitants performing research and development, as well as average wages in the period from 2000 to 2012 the regions of the Russian Federation are conditionally divided into Western (European part of Russia) and Eastern (Asian part of Russia). The paper presents 27 Eastern regions of the Russian Federation, statistical data for the calculation are taken from the page of the Federal state statistics service Rosstat (). the main method of analysis is a taxonomic indicator based on the Euclidean metric. The level of economic development of the regions of the Russian Federation shows the specificity and nature of the economy of the Russian Eastern regions. The conducted researches allow to draw a conclusion that the high level of economic development takes place in industrial and commercial regions, the low level of economic development in agricultural. The paper specifies the level of macroeconomic indicators in the Eastern regions of the Russian Federation (unemployment rate, GDP per capita, investment per capita, the number of innovative firms in the region per 1 million inhabitants and average wages); presents the construction of a taxonomic indicator based on The Euclidean metric; contains an analysis of the differentiation of development of the Eastern regions of the Russian Federation on the basis of taxonomic indicators and analysis of convergence and divergence of regional processes in the above regions. The final part presents the main conclusions of this study.
